Nations Baseball Georgia State Modified Playing Rules
Pre Game Warm Up
There will be no infield practice prior to any games on any field. If there is an open field field outside the scheduled field assigned for tournament play, teams must obtain permission from the Tournament Director to warm up on said field. Keep in mind, some parks do not allow teams to use unoccupied fields and or open areas such as soccer fields to warm up on prior to a game. Ask before you use these type areas.
Starting a Game
*   Teams age 9 and up can start a game with (8) eight players provided they take an out for the 9th player that would be in the batting order.
*   Teams must have a minimum of (8) eight players to start a game. Anything less than (8) eight players, the game will be declared a forfeit.
*   Teams starting a game with (8) eight players will be automatically be the visiting and must bat 1st.
* If a teams (9th) ninth player is going to arrive after the start of a game, the managermust make an announcement at the home plate conference before the      game begins and advice both the plate umpire and the opposing managerthat the player will be late. When the player arrives, he will be announced to both      the plate umpire and opposing team and placed in the (9th) spot in the batting order.
* Teams will flip for home team in pool play games. In bracker play rounds and championship game, the higher seeded team will have the option of home
     or visitor.
Safety Rules
*   Due to "Insurance Regulations" only Game Officials, Coaches and Players on the team's official Nations Baseball Roster are allowed on the playing fields
     or inside the field fence during a game. Bat Boys that are not on the team's official roster or without protective batting helmet are not allowed on the
     playing field or inside the fence.
*   For the safety of all players and umpires only (1) one coach is allowed outside the dugout when his team is on defense. All other coaches must be inside
     the dugout or outside the fence of the playing field.
*   When a team is batting and on offense only the 1st base coach and 3rd base coach is allowed outside the dugout. Any other coaches from the offensive
     team must be inside the dugout or outside the playing field fence.
*   While on offense only one player is allowed in the batting circle.
*   Players 13U and below age groups must be in a batting circle behind the batter who is batting before him.
*   Players 14U and up may stay in the batting circle on his team's dugout side of the field.
*   Catchers are required to wear helmets that protect both ears and the back of their head. Either throat protector or mask protecting the throat must be
     worn.
*   Skullcaps are not permitted in the 12U and below age groups.
*   A player cannot wear any type jewelry. PENALTY: The umpire shall ask the player to remove the jewelry. Medical alert bracelets or medical alert
     necklaces are not considered jewelry. If worn they must be taped to the body so as to remain visible.
*   The use of cell phones is prohibited on the playing field by players, coaches or umpires.
*   Slashing is prohibited in the 12U and below age groups in the Elite, Select and Metro divisions. Slashing is an attempt by the batter to draw the 3rd
     baseman closer to the plate by showing bunt and then pulling the bat back to take a full swing.
Roster
*   Rosters must be posted on the Nations Baseball website before any team is allowed to enter a Nations Baseball event.
*   Rosters are public information that can be accessed by any director, coach or parent. The success of the Nations Baseball roster system depends on the
     accountability of many. To that extent the following rule has been implemented.
*   Coaches should view and verify the legality of it's opponent's game roster before your team takes the field. Commencement of play designates your
     acceptance of your opponent's roster and game results will not change.
*   The only roster protestable offence during a game is the use of a player that does appear on a team's roster at all.
*   Any coach and or player found guilty of fraud in regards to a roster will be immediately suspended from play and will be reported to the Nations Baseball
*   State Director. The game will be a forfeit and the team will not be allowed to play any other scheduled games during the tournament. No refunds of any
     kind (tournament entry fee, team registration fee, gate fees, etc.) will be given back to the team's manager.
*   Any coach and or player found guilty of fraud in reguards to a roster may face suspensions for future Nations Baseball events. This will be determined
     by the Nations Baseball State Office and or National Office.
Substitutions
*   Keep in mind there is no free defensive substitutions in Nations Baseball and a DH is only allowed in the 15U and above age groups. If a player is
     playing defense he/she must be in the battind order.
*   A team may bat (9) nine, (10) ten with an EH or the entire roster. In 15U and up this can be with or without a DH. When roster batting there is no DH.
*   If a team is batting its entire roster, there is free substitution on defense, except for the pitcher because all players are in the batting order.
*   If a team is not batting its entire roster, any of the starters withdrawn from the starting lineup can reenter one time but must return in the same batting
     position he/she left.
*   In the case of an injured player, a team may reenter a non starter if the team doesn't have a legal sub available.
*   If a player has left the game for any reason and his/her at bat is skipped, said player may not reenter the game.
Roster Batting
*   If a team is roster batting and a player is unable to continue due to injury or illness, the team will not be penalized when it is the missing players turn at
     bat. No out will be recorded for the remainder of the game and said players spot in the lineup will be ignored. Exception: If the injured player caused his
     team to drop below (9) nine players, an out shall be declared each time the player's batting spot comes up.
*   If a team is roster batting and a player on the original lineup card arrives after the game has started, said player may be added to the bottom of the lineup
     provided he/she is announced to both the plate umpire and the opposing team.
*   Player who must leave before the end of the game may do so. Said players position in the batting order will be skipped without penalty for the remainder
     of the game. No out will be recorded for the remainder of the game and said players spot in the lineup will be ignored. Exception: If the player causes his
     team to drop below (9) nine players, an out shall be declared each time the player's batting spot comes up.
*   If roster batting any time the batting order is reduced because of an ejected player, an automatic out shall be declared in that position each time that
     batting position comes up to bat.
Courtesy Runner for Pitchers and Catchers
*   Courtesy Runners for pitchers and catchers is highly recommended but is not mandatory in Georgia.
*   Subs will be used first as courtesy runners.
*   In the event a team doesn't have a sub then the batter who recorded the last our must be used as a courtesy runner.
*   If a player is removed from the lineup he/she can be used as a courtesy runner.
*   A player may be used as a courtesy runner only one time per inning.
Speed Up Rules
*   A defensive team may intenionally walk a batter by requesting the umpire to award the batter 1st base. Intentional walks are only allowed in the 7U and
     8U kid pitch and higher. No intentional walks are allowed in the 7U and 8U coach pitch or t-ball.
*   There are no infield warm ups between games.
*   Teams must hustle on and off the field between each inning.
*   Coach and team conferences are limited to 30 seconds between innings.
*   Pitchers get 6 warm up pitches between innings or 1 minute which ever comes first.
*   Should an umpire determine a team is stalling to allow time to run out, the umpire will stop the clock. The clock will not start back up until the ball is put
     into play by the batter. The umpire will announce the game clock has been stopped.
Pitching Limitations
*   In all age groups that are scheduled to play (6) six inning games, a pitcher may not throw more than (18) outs in one day.
*   In all age groups that are scheduled to play (6) six inning games, a pitcher may not throw more than (27) outs per tournament no matter the number of
     games guaranteed for said tournament.
*   In 14U and below age groups that are scheduled to play (7) seven inning games a pitcher may not throw more than (21) outs in one day.
*   In 14U and below age groups that are scheduled to play (7) inning games, a pitcher may not throw more than (30) outs per tournament no matter the
     number of games guaranteed for said tournament.
*   In the 14U and below age groups a pitcher who throws 3 days in a row must rest the 4 th day regardless of the outs recorded.
*   No pitching limitations in the 15U and above age groups in Georgia.
*   Players may only play in one tournament per week, Monday - Sunday.
Regulation Game Time Limits
*   5U - 6U   1 hour and 15 minutes
*   7U - 8U   1 hour and 25 minutes
*   9U - 10U  1 hour and 35 minutes
*   11U - 12U  1 hour and 45 minutes
*   13U - 14U  54'/80'   1 hour and 50 minutes
*   14U and above   2 hours
Mercy Rules
(6) Six Inning Games
          *   18 runs after (2) two complete innings or if the home team is ahead after 1 1/2 innings.
          *   15 runs after (3) three complete innings or if the home team is ahead after 2 1/2 innings.
          *   8 runs after (4) four complete innings or if the home team is ahead after 3 1/2 innings.

(7) Seven Inning Games
          *   18 runs after (3) three complete innings or if the home team is ahead after 2 1/2 innings.
          *   15 runs after (4) four complete innings or if the home team is ahead after 3 1/2 innings.
          *   8 runs after (5) five complete innings or if the home team is ahead after 4 1/2 innings.

Note: Once a tie is broken with three or more teams, the remaining teams still tied advance to the next tie breaker rule until the tie is broken.
